				<content:encoded><![CDATA[<p style="text-align: justify;">uTips (Usage Tips) provide insight into potential uses of function points to support an organization’s business needs. While uTips provide insight on usage opportunities, they do not provide detailed direction on the application of the IFPUG FPA method in a particular situation. When necessary, the uTip maybe be followed by additional content on the topic providing specific how-to guidance. uTips are not rules, but rather interpretation and application of the rules, and provide guidance using a realistic example to explain the topic being covered.</p>
<p style="text-align: justify;">IFPUG offers uTips at no charge to the international function point community to stimulate the further use and consistent application of the IFPUG FPA Method.</p>

				<content:encoded><![CDATA[<p style="text-align: justify;">The International Function Point Users Group (IFPUG) is pleased to announce the new release of the Software Non-functional Assessment Process (SNAP) Assessment Practices Manual 2.1 under a Creative Commons 3.0 Attribution-Non Commercial-Share Alike License.</p>
<p> Release 2.1 contains clarifications, based on questions and comments of users.</p>
<ul>
<li>The sizing of Coda Data was inserted into the relevant sub-categories.</li>
<li>The term “extensive mathematical operations” is widely explained in sub-category 1.2 Logical and Mathematical Operations</li>
<li>In sub-category 1.5, the SCU definition better explains the case of using several logical files.</li>
<li>More clarifications per users requests</li>

<p><strong><em> </em>So the contest is extended for two more weeks!  The new closing date is May 21.</strong></p>
<p style="text-align: justify;"> Put your creative juices to work and develop a proposed new banner for us!  Create a JPEG file 1000 pixels wide by 288 high that will appear at the top of our mailings and on the website!  Submit it by attaching it to an email addressed to <a href="mailto:cmc@ifpug.org" shape="rect">CMC@ifpug,org </a>with subject: New Banner Contest.</p>
<p style="text-align: justify;"> The winning design will receive a $500 award from IFPUG and will be recognized with an electronic announcement from the CMC. All business friendly submissions will be recognized for the submission.</p>
<p style="text-align: justify;"> Submitted designs will be shared including electronically, for the purposes of review and selection and will be posted on the IFPUG Website (note IFPUG reserve the right to not share designs if they are do not meet business friendly standards or are not supportive of IFPUG).</p>
<p style="text-align: justify;">  ALL submissions will become the exclusive property of IFPUG including any future modifications or derivative works for any and all purposes for which the design may be used. All submitted materials may be used to support IFPUG marketing and communication.</p>

Two conferences will be held in the same venue, on the same week: <strong>ISMA 8</strong>, the eighth edition of IFPUG’s International Software Measurement &amp; Analysis Conference, and the new <strong>IT Confidence</strong> Conference organized by the International Software Benchmarking Standards Group – ISBSG. ISMA 8, IT Confidence, and co-located training and certification events together will result in the longest metrics event ever held (10 days). Planned sessions:</p>

<p>The symposium covered IFPUG-ISMA community directions, plus the current questions and challenges for IT today and where metrics provides valuable insights, leading to improved decision making.</p>
<p>The IFPUG Board of Directors actively participated and presented in conjunction with regional industry leaders. (IFPUG Board includes: Systems Integrators, Financial, Insurance and Consulting Sectors)</p>
<p>This was a highly interactive symposium, fostering discussions that will drive Information Technology maturity on an international scale.</p>
